Simple solution

Gang members should be given free memberships and expert training at the gun range of their choice. This would benefit the public in two ways.

Their accuracy would be better, which would result in better statistics. This could have been 6 for 6 instead of 4 of 6 and these guys could have got the job done the first time and not have had to make a second and now probably a third attempt.

The other benefit would be that with gang bangers being better shots, there would be less chance of innocent bystanders getting hit.
