Violent teen evidence of a failing Synaptic system

A 13-year-old boy who has had 75 run-ins with the law over the past year was arrested by Vancouver police on the weekend for allegedly slashing a man who refused the boy's request for a cigarette. [...]

While the Youth Criminal Justice Act deliberately requires judges to be slow in using jail as a response, he noted, it may become their only recourse when other sentences, such as probation or community service, fail to effect a change in behaviour. That has got to be the understatement of the year. 13 years old and already has 75 RUN-INS WITH THE LAW IN ONE YEAR! The system has failed alright. The legal system... this kid should have been locked up way before now.
