Not always true... Look at the GST... "from 7 to 6 to 5%" it actually happened! But overall, you are correct. (Scratching head trying to figure out what this has to do with the post...) Shrug... "I'm old and tired, bent and busted, gray and wrinkled and I can't be trusted". (Valdy)
